If an NPC remembers I took a scarce repair kit, the meaningful consequence is that a later repair option is gone - not that the NPC delivers a more personal line.
That is the boundary I am drawing in my consequence-driven NPC system: memory matters only when it changes something the player can notice and act on. I am still mapping the rules and state transitions on paper, with no player results or shipped prototype to point to. The open question is how often that consequence needs to appear before memory feels like part of play rather than hidden bookkeeping.
