Agent plugins are becoming a package format, not another prompt folder
Agent Plugins 1.0 defines a portable package for Agent Skills and MCP server configuration that compatible clients can load. That gives a small team one unit for skills and MCP server configuration instead of rebuilding the same wiring for every compatible client. GitHub also lists availability across VS Code, Copilot CLI, the Copilot SDK, and the Copilot app on all Copilot plans.
Limitation: The checked sources do not prove identical behavior in clients outside the compatible-client list.
Small practical check: Load one tiny plugin in two listed clients, then compare skill discovery, MCP startup, configuration errors, and one failed retry. A shared package is useful; identical runtime behavior is the part that still needs evidence.
